try to run staf test to identify the root cause:

 

 

So we can find that something is wrong in staf.cfg. Open  the staf.cfg, where it locates in C:\STAF\bin\, and check the value:

 

 

對照staf test的error mesg，發現原來是staf.cfg的trust default level設成3所以才會出錯。把它改成5再存檔，重新跑一次就成功了。
